Oracle Express Edition - problem z połączeniem

Mam problem z połączeniem z bazą danych. Po instalacji nie otwiera się strona bazy danych http://127.0.0.1:8080/apex (nie udało się nawiązać połączenia). Nie mogę także połączyć się z bazą danych przez sql developer.

A gdy próbuje się połączyć przez sql command line mam taki błąd:
